CARROLLTON TOWNSHIP BOARD REGULAR MEETING Monday, March 28, 2005

There being a full board, Supervisor Kozara called the meeting to order at 6:02 p.m.
Acceptance of Agenda:
It was moved by Riley and supported by Finazzi to accept the agenda as presented. There being all ayes, the motion carried.
Public Comments:
Bruce Lennox, 1382 Flanders, inquired on how the sanitary sewer projects would be paid for.
James Denno, 937 Fleetwood, read a statement and presented a petition signed by the residents of Carrollton Township (copy of both attached to these minutes). Kozara accepted the petition. It was moved by Stork and supported by Dalton to place the petition's request of a water and sewer fund audit on the April 25 regular meeting agenda.

Jerry Fritz, 3363 Terry, encouraged all residents to attend the budget public hearings that are held in March of every year.
Donald DeShone, 930 Fleetwood, expressed his frustration with the rainwater that backs up on Fleetwood.
Jerald Walkowski, 4456 Pawlick, spoke on the fact that the county salt trucks did not go down his road.
Chester Dupuis, 3637 Madison, questioned the status of his drainage problem on Madison. Currently, there is no storm sewer drain located there. Kozara stated that he would check and get back with him.
Charles Pappas, 3875 Vanguard, questioned how his water/sewer bill could be so high. He also asked how the water and sewer rates were figured.
Kathleen TenWolde, 1675 Hiawatha, spoke on the township having a separate audit performed.
Jane Wolpert, 3042 N. Michigan, spoke on the water and sewer rate increases. She questioned how much the township pays City of Saginaw for their water.
Kozara called for a recess at 9:00 p.m. The meeting reconvened at 9:07 p.m.
Rose King, 3427 N. Michigan, stated that the City of Saginaw seems to be the cause of any increases in the township's water and sewer rates.
Approval of Minutes:
It was moved by Finazzi and supported by Riley to approve as presented minutes for: February 28, 2005 - regular meeting, March 14, 2005 - departmental meeting, March 19, 2005 - special meeting, March 21, 2005 - public hearing, March 22, 2005 - special meeting and March 23, 2005 - public hearing as presented. There being all ayes, the motion carried.
Accounts Payable:
It was moved by Stork and supported by Dalton to approve payment of the March 2005 Accounts Payable for the amount of $284,713.81. There being all ayes, the motion carried.
Correspondence:
It was moved by Dalton and supported by Riley to receive and file the correspondence as listed for March 2005. There being all ayes, the motion carried.
Departmental Requests:
It was moved by Riley and supported by Finazzi to approve the proposed agreement from Spicer Group to create an updated fire department base map for approximately $1,000.00. There being all ayes, the motion carried. (A copy is attached to these minutes.)
It was moved by Riley and supported by Kozara to set the following firefighter annual wage scales to be effective April 1, 2005:

It was moved by Riley and supported by Finazzi to appoint Jessica Burke to Fire Marshal. There being all ayes, the motion carried.
It was moved by Kozara and supported by Stork to reappoint to the Recreation Committee: Doyle Sandefur, Sr. and Kenneth Kaufmann – terms ending 3/31/08. There being all ayes, the motion carried.
It was moved by Dalton and supported by Stork to authorize the Recreation Committee to purchase a baseball backstop and other equipment for an amount up to $2,500.00. There being all ayes, the motion carried.
It was moved by Stork and supported by Riley to allow the Recreation Committee to participate as a food vendor at the 14th Annual KCQ Country Music Fest on Saturday, June 18. There being all ayes, the motion carried.
New Business:
It was moved by Riley and supported by Dalton to adopt the following resolutions for the 2005 tax levies: (1) Resolution #2005-08 for Fire Special Assessment District - 2.5 mills; (2) Resolution #2005-09 for Police Special Assessment District - 7.471 mills; and (3) Resolution #2005-10 for Garbage/Rubbish Collection Special Assessment District - $103.09 per housing unit. (Copies are attached to these minutes.)

It was moved by Stork and supported by Dalton to approve the following:
· Township meetings as scheduled for FY 05-06, but be subject to change (A copy of the schedule is to be attached to the minutes for March 28, 2005).
· Authorize the hiring of engineers and attorneys as needed for FY 05-06.
· Authorize the selling of Township-owned properties and the purchasing of additional properties as determined by the Carrollton Township Board.

It was moved by Finazzi and supported by Riley to approve the schedule of charges for both the Sewer O&M and for the Water O&M for FY 2005-2006; copies of which are attached to these minutes. There being all ayes, the motion carried.
It was moved by Finazzi and supported by Riley to adopt the following resolutions, which are attached to these minutes:
1. Resolution #2005-13 to amend the Sewer O&M 04-05 Budget by $18,211.
2. Resolution #2005-14 to amend the Water O&M 04-05 Budget by $49,935.
3. Resolution #2005 -15 to amend the Garbage/Trash Collection 04-05 Budget by $9,416.
4. Resolution #2005-16 to amend the Building & Inspection Fund 04-05 Budget by $314.
5. Resolution #2005-17 to amend the Special Investigation Fund 04-05 Budget by $1,732.
6. Resolution #2005-18 to amend the General Fund 04-05 Budget by $40,880.
7. Resolution #2005-19 to amend the Police O&M 04-05 Budget by $27,901.

It was moved by Kozara and supported by Stork to adopt the Recreation Fund FY 05-06 budget at $24,434. There being all ayes, the motion carried.
Board Comments:
Trustee Stork thanked the public for attending.
Clerk Finazzi thanked the department heads and office staff for their hard work in preparing the budgets.
Public Comments:
Jerry Fritz, 3363 Terry, questioned when the ADA building renovations were to start. Finazzi stated that the contractor was to begin by next week. Mr. Fritz also spoke on the ready-to-serve charge for multiple dwellings in the township.
