CARROLLTON TOWNSHIP BOARD SPECIAL MEETING Thursday, February 10, 2005
Roll Call: Supervisor Kozara Present Clerk Finazzi Present Treasurer Riley Present Trustee Stork Present Trustee Dalton Present
There being a full board, Supervisor Kozara called the meeting to order at 3:30 p.m.
PURPOSE OF THE MEETING:
1. Water Improvement Projects – 5-year Priority Listing
It was moved by Riley and supported by Finazzi to accept the 5-year Water System Improvement Plan as presented by Spicer Group and to incorporate it into a long-term financial plan. There being all ayes, the motion carried.
2. Status of the Rustic/Hanchett/Nylon Watermain Improvement Project
It was board consensus to postpone any decisions reference the Rustic/Hanchett/Nylon Watermain Improvement Project until Saginaw Future gets the results of the state's February 17 meeting reference their decision on the grant funding.
3. Information update for Michigan Sugar tax tribunal case
It was board consensus to have Assessor David Cook talk with other governmental units facing the Tax Tribunal challenges from Michigan Sugar. He will assess their willingness to share the cost of hiring an attorney to combine the four separate Michigan Sugar tax tribunal cases into one joint case.
4. Personnel Committee recommendations reference General Township Office and Fire Department.
It was board consensus to postpone the decision on the Assistant Office Manager agreement until February 14.
It was moved by Kozara and supported by Finazzi to appoint Thomas Czerniak as Fire Chief and to sign an employment agreement with him. (A copy is attached to these minutes.) There being all ayes, the motion carried.
It was moved by Finazzi and supported by Dalton to approve the policy for Firefighter and Officer Appointments. (A copy is attached to these minutes.) There being all ayes, the motion carried.
It was moved by Finazzi and supported by Dalton to approve the job descriptions for the Fire Department personnel. (Copies are attached to these minutes.) There being all ayes, the motion carried.
It was moved by Finazzi and supported by Riley to repeal the following policies:
1. Residency Policy – Fire Department (March 26, 1999)
2. Payment for Pre-Employment Physical (February 15, 1999, amended June 2, 1999)
3. Key Policy for Retired Firefighters (February 25, 2002)
4. Selection and Appointment of Fire Department Officers (Excluding the Fire Chief and the Deputy Chief) (March 27, 2000)
There being all ayes, the motion carried.
5. If all board members are present: Any other business, which might lawfully come before the board at a regular meeting [MCLs 41.72a(4) and 42.7(4)].
It was moved by Riley and supported by Dalton to authorize the Clerk's office to prepare a resolution approving the membership in the Saginaw County GIS Authority and appointing a representative and an alternate representative for the departmental meeting February 14. There being all ayes, the motion carried.
It was moved by Dalton and supported by Riley to hire Kimberly S. Hill as Carrollton Township Zoning Administrator at $80.00 per hour contingent to employment contract acceptance. There being all ayes, the motion carried.
